It is a headache but this requires uninstalling Steam through the Windows program manager. If Steam is corrupted then you will still have the problem.

Before reinstalling I open up the Common folder where the game was stored and make sure the old folder is deleted. Then when it is done you will get the option to reinstall. The first thing I do when nothing else works is: Right click the game in the left side bar list. So, if that has happened, then the only way to fix it is a clean install. Windows cleaners get rid of this mess in the system but they cannot get rid of the mess in your game files. This is usually called general degredation. This does not break the game but causes the game to slow down. Normally windows ignores the iffy bits but games are trying to keep good house keeping and sometimes get confused by these extra bits of code. It also doesn't keep track of file start and stop perfectly, so over a long period of installing and uninstalling mods you end up with a lot of files that have iffy bits stuck on. What seems to happen is that Windows does not keep house very well and leaves behind lots of bits and pieces of files. It is not a normal problem and is therefore probably caused by Windows not Steam and not the game. Does anyone have any ideas I could look into? Thank you, I feel that I should be able run this game at a solid 60 frames, within reason, throughout most of the game space. Do you guys have any suggested graphic settings I should try in the Fallout Launcher? I should be able to run this on Ultra across the board, but maybe it is something with that. Not sure if that is having an effect on this.

I am using the Clutter Removal Project mod (CRP). I also use the color corrector mod as well. they have never been a problem in the past with frames.

I am using True Storms and Dark nights mods. My memory is set at 14000, per the ENB boost video by Tapioks. In my enblocal file, I have Vsyc set as true since it adds a ton of frames.
#Fallout 4 preformance mods Patch#
I am not sure if I did something or was a patch to the game causing this. My frames will register from 60 frames, all the way down to 40 frames. However, now I fluctuate a lot and I have not really changed much on my end. It seemed it didn't matter what visual mod I added, the frames would stay pretty consistent. Not too long ago, I use to get a rock solid 60 frames, with no ENM but using ENB boost, while traveling the Commonwealth, even in the city for the most part.
